The Obvious Question

So is this an elopement or a wedding?

Neither, exactly, and that is the entire point. An elopement is the two of you and a witness who probably got recruited that morning. A wedding is the full arc, the getting ready, the reception, the last song at midnight. A micro wedding is the part in the middle. Real guests, real ceremony, real dinner, and none of the parts you never wanted in the first place.
